It's real paint that's been diluted in water. You can't see it, but the level of the drumhead/paint is a bit below the rim of the drums, so that most of the stray droplets are caught. Between that and the trampoline nature of the drumhead, most of it goes straight up. If you ever get the chance to see them live, you can see a few drops of paint landing on the makeup, as well as the sticks. Depending on which sketches they're performing, they'll use these drums to make paintings as well.

Every few years there's a children's TV series or two that manage to be intelligent and entertaining at the same time. Schoolhouse Rock, Animaniacs, Pinky and The Brain, Bill Nye, and so forth. Each generation takes the shows that they develop with for granted because they don't appreciate just how much they are learning, then marvel when they're a little older. Sadly, we're currently in a dry spell for TV, but that's compensated by the reading blitz of Harry Potter and the sophistication of some of the video games out there.

Regardless, while these kinds of entertainment definitely help, they will never replace the importance of a dedicated education.

Mostly because it would be too hard to fit that scene in without a followup, and the followup he had planned would have changed the audience's opinion of Luke's Uncle too much. Strange, but eh, his choice. The scene I really wish he had left in was the first podrace in Episode 1, where Anakin crashes. it really set up the Tatooine characters better.
