Heh. He is slurring his speech somewhat and he stumbles off the set more than acting gracefully, but I kind of doubt he was shilling under the influence of alcohol.

Novak is a long-time conservative political columnist for a Chicago paper. He is the one to have published the identity of a covert CIA agent in his column. There is speculation that he has recently gone through quite a bit of stress in his cooperation with the special prosecutor investigating the case, however that is subject to interpretation based upon political leanings.
Of course, the FCC won't fine him for offensive language because it's cable TV, but a few hundred million for a female breast during a sporting event makes sense.
